My Java wont fully download..WHY?

I have a Windows 7 laptop and when ever I attempt to download Java Plugin so that I can play online Boggle/ Scrabble, it keeps sending a pop up error, "This Installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package."

and no matter where I go to download Java it always ends up in error.

Please if you have any ideas or maybe you've been through this, you're thoughts would be great and if you have a solution that would be awesome as well. Thanks.My Java wont fully download..WHY?
